Public institutions in South Asia have historically been shaped by colonial legacies, In fact these public institutions are based on Weberian model bureaucracy and are hierarchical structures posseses formalism, heterogeneity, bureaucratic traditions, and political-administrative relationships which are deeply embedded in organizational norms and values. In recent time these institutions have gone extensive administrative reforms, decentralization initiatives, and digital transformation. many of these traditional characteristics continue to influence the functioning of public institutions across the South Asian region. However, with the rapid demands and expectations of citizens and applications of Technology in administration, the cultures of public institutions have undergone change under pressures largely due to democratization, market reforms, digitalization, and shifting Govt.-society relations. While the bureaucratic systems of countries such as India, Pakistan, Bangladesh, Sri Lanka, and Nepal share common colonial and postcolonial legacies—hierarchy, formalism, and strong legal–rational traditions—they now confront new expectations of transparency, responsiveness, and citizen-centric governance.
The proposed open panel seeks to examine administrative culture as a critical, but often underexplored, dimension of public administration in South Asia. The panel therefore invites papers that examine how the administrative cultures are changing, adapting, or resisting change in public institutions of South Asian Countries. The panel therefore invites research papers, published work or Articles which can examine how administrative cultures are changing, adapting or resisting to change in South Asian Public Institutions. It particularly encourages comparative and empirical contributions that connect
administrative culture with present transformations in governance.
