This panel invites theoretical and empirical contributions that explore the important role of emotions in shaping administrative actions at individual, organizational, and institutional levels. We encourage papers that delve into a range of emotions, including emotional labor, empathy, anger, hope, and frustration, as they relate to public employees, managers, and citizens. We are particularly interested in understanding how these emotions influence decision-making, leadership, organizational behavior, and service delivery. Additionally, contributions that examine how public organizations navigate, regulate, or manage emotions through routines, professional norms, communication, and reputation management are highly valued. We welcome a diverse array of research methodologies, including qualitative, quantitative, experimental, and mixed methods, across various levels of government and policy sectors. Comparative studies and contributions from outside Europe, especially those from the Global South, are particularly encouraged and appreciated.
