How do temporal misalignments between policy design and implementation affect outcomes? Which role do path-dependencies play? How do overlapping stages play out in practice? This panel focusses on the temporal dimension in policy-making, both theoretically and empirically. We invite papers that analyse how time - as historical context, policy window, implementation lag and so forth - conditions or explains policy-making.
