Democratic legitimacy increasingly depends on public trust in electoral processes. Yet across established and emerging democracies, confidence in electoral authorities has eroded. Disinformation campaigns distort civic discourse, and citizens increasingly question whether their votes matter. This is not merely a crisis of trust—it is a crisis of institutional design. The digitization of electoral systems has proceeded without corresponding constitutional and technical convergence, creating fragmented, non-interoperable, and often unverifiable infrastructures.
This panel addresses a critical governance gap: the absence of a constitutional framework for cryptographic verification in electoral systems. It introduces the concept of cryptographic sovereignty—the capacity of a state to secure electoral integrity through mathematically verifiable mechanisms rather than institutional claims alone. Drawing on constitutional theory, cryptographic architecture, and recent innovations in verifiable voting, the panel examines how a vote can be transformed from a database entry into a cryptographic event—verifiable but not traceable, auditable but not exposable.
