This panel seeks to engage in a thoughtful dialogue around how public administrations initiate and harness policy innovation and experimentation. We warmly welcome studies that explore various methodologies, such as policy pilots, regulatory sandboxes, innovation labs, behavioral experiments, and prototyping. Contributions may thoughtfully examine how challenges and potential solutions are identified, the processes through which experiments are authorized, assessed, and refined, as well as the factors that influence the scaling, transfer, or discontinuation of innovations. Additionally, this panel is keen to understand how failures are handled and to explore the intricate relationship between experimentation, institutional constraints, and policy learning. We encourage submissions addressing any policy sector or level of government. Comparative research and insights from beyond Europe, including those from the Global South, are especially appreciated.
