The notion of multilevel governance captures policymaking that is either vertically (hierarchically or organisationally) or horizontally (sectionally) stratified, involving various centres of power. In recent years, normative questions on how the disentanglement of automative decision making and enforcement can be legitimises both procedurally and as output. One response has been an increase in of participation. In how far have these approaches succeeded? Are there trade-offs with efficiency? Are there new trends towards centralisation or building-back multilevel structures? The panel invites papers that deal with these exemplary or other questions about the conditions, functioning logic and current affairs of multilevel / polycentric policy-making.
