Parliaments worldwide experience accelerated technological and institutional change that are reshaping how legislatures draft laws, scrutinize the executive, communicate with citizens, and manage their own internal administration. Yet these developments are expressed unevenly across regions and political systems. This is an empirical reality that raises several questions, among others, about institutional capacity, transparency, and the roles of parliamentary leadership, members, and staff.
This panel invites papers that examine the modernization of parliaments in the broadest sense, including but not limited to:
- the adoption of artificial intelligence in legislative drafting, scrutiny, and oversight;
- digital tools for citizen engagement and open parliament initiatives;
- "rules as code" and computational approaches to legislation;
- parliamentary cybersecurity and data governance;
- the digitalization of committee work and plenary procedure;
- capacity-building and training for parliamentary staff and legislative specialists;
- comparative and historical perspectives on institutional modernization;
- and the political, ethical, and regulatory implications of emerging technologies for representative institutions.
We welcome contributions from political scientists, legal scholars, public administration researchers, and practitioners working within or alongside parliaments, and we particularly encourage comparative, empirical, as well as interdisciplinary approaches. Papers may address national or regional legislatures, international parliamentary bodies, or sub-national assemblies, and may consider both the opportunities and the risks that advanced digitalization presents for legislatures.
This panel aims to advance a state-of-the-art, comparative understanding of how parliaments are adapting to the demands of an era shaped by emerging technologies, and to identify the conditions under which modernization strengthens, or perhaps weakens, democratic accountability.
