This panel seeks to provide a thoughtful examination of the evolving landscape of public employment and its implications for public organizations. We invite papers that explore a range of pertinent topics, including but not limited to recruitment and retention, public service motivation, leadership, professionalization, workforce aging, employee well-being, hybrid work, and the shifting requirements of skills. Contributions that analyze the interplay of labor market competition, fiscal constraints, and demographic changes on organizational performance, continuity, and the creation of public value are highly encouraged. Additionally, we welcome research that examines human resource reforms, career models, and the balance among flexibility, expertise, and institutional memory. We are particularly interested in qualitative, quantitative, and mixed-methods studies that span various governments, administrative traditions, and policy sectors, with a special emphasis on comparative research and perspectives from underrepresented contexts.
