This panel explores the evolution of migration diplomacy through the lens of migration externalization. While early studies focused on specific control and readmission arrangements, contemporary migration governance increasingly relies on complex and multidimensional negotiations involving mobility, development, security, trade and foreign policy objectives. The panel examines how migration agreements have evolved, the different forms of externalization they entail, and how states use migration policies as instruments of diplomatic bargaining. We welcome theoretical, methodological and empirical contributions addressing externalization, migration deals, asymmetrical interdependence, bargaining dynamics, and the role of migration-related leverage in international relations.
