Against the dual backdrop of accelerating global low-carbon transition and escalating regional geopolitical tensions, the long-standing fossil fuel-based geopolitical order in the Middle East is undergoing profound restructuring. Regional energy states are reorienting their national strategies to balance short-term hydrocarbon revenue stability with long-term decarbonization and industrial transformation goals, which in turn reshapes their diplomatic and economic engagement with external major powers.
This panel welcomes rigorous analyses across multiple dimensions: how energy transition rewrites the logic of resource geopolitics across the Gulf and the wider Middle East; how major powers including the United States, China, Russia, and European stakeholders recalibrate their energy cooperation, security deployment, and low-carbon technology strategies in the region; and how shifting energy interdependencies reshape regional security dynamics, maritime channel governance, and multilateral coordination frameworks.
