This panel aims to explore how public administrations effectively prepare for, respond to, and learn from crises. We invite papers that address a range of important topics, including crisis leadership, emergency procedures, coordination efforts, the continuity of essential services, communication practices, improvisation, and institutional resilience. We particularly welcome contributions that analyze the conditions conducive to prompt action while maintaining accountability, legality, and equity. In addition, we are interested in examining how emergency practices are retained, revised, or, when necessary, discontinued following a crisis. Relevant cases for discussion may include pandemics, natural disasters, migration challenges, security issues, fiscal and energy crises, and multifaceted emergencies. Furthermore, we encourage comparative research across levels of government and invite insights from regions that may be underrepresented in crisis management research.
