This panel explores how fragmentation is reshaping global governance through flexible, selective, and issue-specific forms of cooperation. Rather than producing institutional collapse, growing geopolitical contestation often generates shifting coalitions, institutional layering, and overlapping governance arrangements across sectors.
We welcome theoretical and empirical contributions on topics including: fragmentation and institutional resilience; coalition-building and contestation in international organizations; flexible and issue-specific cooperation; great-power competition and global governance; UN governance and Security Council politics. Contributions from different theoretical perspectives and methodological approaches are welcome.
