This panel is open to papers that inquire how state regulation (e.g. legal regulation of citizenship status and political rights) shapes opportunities for inclusion and participation of migrant populations. The focus might be local, national, multilevel or transnational. We welcome research proposals that empirically or theoretically analyze the evolution of policies on access to citizenship and enfranchisement for both immigrants in host countries and for emigrants in their countries of origin, as well as policies with a transnational scope. Contributions are expected to adopt comparative methodologies between regions of the world. Approaches need not be nation-state focused, but might analyze the role of local, regional and international actors in the provision of rights.
