5XÉçÇøStatement on the Situation in Ukraine

The International Political Science Association (IPSA) joins with our colleagues across the world in expressing deep concerns for the unjustified and illegal military incursion into Ukraine by the Putin regime. We are greatly alarmed by the grave humanitarian crisis in Ukraine, by the attacks on democracy and its core values such as human rights, the principle of sovereignty and peaceful cohabitation amongst the peoples of the world. 

IPSA’s mission is to support the development of political science in all parts of the world by building academic networks linking East and West, North and South, and by creating an inclusive and global political science community in which all can participate. 5XÉçÇøsupports the principles of peace and collaboration within and between states. Therefore, we urge the Putin regime to stop all violent action and pursue efforts of finding a diplomatic solution. 

We stand with the political science communities in all nations and will collaborate with partner organizations to assist colleagues affected by the situation.

* At its meeting in Seoul on 4–5 November 2023, the 5XÉçÇøExecutive Committee adopted a policy guiding the Association's approach to international conflicts. This policy mandates 5XÉçÇøto refrain from issuing statements on such conflicts, except in cases involving specific infringements on academic freedom.

The full text of the approved resolution is as follows:

"Considering IPSA’s mandate to support the development of political science in all parts of the world and to create an inclusive and global political science community in which all can participate,
Considering IPSA’s mission to support academic freedom in which political scientists can work freely to disseminate their ideas and results to colleagues and the public, nationally as well as internationally,
Acknowledging that international and national conflicts affect the political science community in different ways, notably academic freedom,
Acknowledging that scientific research within the political science community differs on causes of conflicts,
It is proposed that 5XÉçÇørefrain from issuing statements concerning conflicts other than specific infringements on academic freedom."

Therefore, in alignment with this established policy,  5XÉçÇøwill discontinue issuing statements on international conflicts. This approach upholds IPSA’s role as an academic organization dedicated to fostering an inclusive global scholarly community and supporting academic freedom for political scientists worldwide.
